MultiPolar served on the core team evaluating the European Union’s ADELANTE Programme, the flagship facility for triangular cooperation with Latin America and the Caribbean. We co-designed and validated the EU-criteria methodology, led fieldwork across six countries, and processed evidence from 60+ initiatives and funds. Our analysis assessed relevance to national priorities and SDGs, ownership and sustainability, efficiency of delivery mechanisms, and the EU’s added value. Findings and recommendations were captured in interim and final reports to inform future EU–LAC partnership strategies.
